Can illinois auxiliary police officers make arrest 24/7, and can they carry there firearm 24/7 ?

Yes they are full fledged police, just not paid and in reserve. They cannot take the place of a police officer, I.E. a municipality cannot use an aux police officer to replace a paid officer.
Since the late 90's they had to have full police training, absolute minimum in Illinois is 400 hrs of approved classes at an approved academy.
Right before I retired the law made it even harder to be a aux police with a lot more firearm qualification then they had before.
Aux police in Illinois are "conservators of the peace" the official definition of a police officer, therefore they can make an arrest and carry 24/7 and must take police action in an emergency, just like a paid working cop.
